  25. This question of whether to release this information may not be quite as
  26. "black and white" as you suggest.
  27.  
  28. There would be many complex considerations including religious, political,
  29. military and psychological issues and the resulting conclusions would
  30. largely depend on how much was known about such ET visitors.
  31.  
  32. For example, if you had proof of ongoing ET visitations by several differing
  33. species, but knew little about the nature, origin and intentions of these ET
  34. visitors, would you really want to make this public?
  35.  
  36. Would it be responsible for you to undermine the religious beliefs and the
  37. security of your own people, or would it perhaps be considered prudent to
  38. deny and ridicule the existence of such a phenomenon until you hopefully had
  39. some idea what you were dealing with?
  40.  
  41. Consider also the conclusions of the "Brookings Report", a report strictly
  42. entitled "Proposed Studies on the Implications of Peaceful Space Activities
  43. for Human Affairs", by the Brookings Institute.
  44.  
  45. The report was prepared for NASA's Committee on Long-Range Studies and
  46. concluded that the announcement of the discovery of ET life could
  47. justifiably be withheld.

  65. (UPI)-Discovery of life on other worlds could cause the
  66. Earth's civilization to collapse, a federal report said
  67. today.

  69.    This warning was contained in a research report given
  70. to the National Aeronautics and Space Administration with
  71. the recommendation that the world prepare itself mentally
  72. for the eventuality.
  73.  
  74.    The report, prepared by the Brookings Institution, said
  75. "while the discovery of intelligent life in other parts of
  76. the universe is not likely in the immediate future, it
  77. could nevertheless happen at any time."
  78.  
  79.    Discovery of intelligent beings on other planets could
  80. lead to an all-out effort by Earth to contact them, or it
  81. could lead to sweeping changes or even the downfall of
  82. civilization, the report said.

  84.    Even on Earth, it added, "societies sure of their own
  85. place have disintegrated when confronted by a superior
  86. society, and others have survived even though changed."
