Hi Nicola,
This question of whether to release this information may not be quite as
"black and white" as you suggest.
There would be many complex considerations including religious, political,
military and psychological issues and the resulting conclusions would
largely depend on how much was known about such ET visitors.
For example, if you had proof of ongoing ET visitations by several differing
species, but knew little about the nature, origin and intentions of these ET
visitors, would you really want to make this public?
Would it be responsible for you to undermine the religious beliefs and the
security of your own people, or would it perhaps be considered prudent to
deny and ridicule the existence of such a phenomenon until you hopefully had
some idea what you were dealing with?
Consider also the conclusions of the "Brookings Report", a report strictly
entitled "Proposed Studies on the Implications of Peaceful Space Activities
for Human Affairs", by the Brookings Institute.
The report was prepared for NASA's Committee on Long-Range Studies and
concluded that the announcement of the discovery of ET life could
justifiably be withheld.
The following is an extract from a newspaper article announcing those
conclusions:

WASHINGTON, Dec. 14
(UPI)-Discovery of life on other worlds could cause the
Earth's civilization to collapse, a federal report said
today.
This warning was contained in a research report given
to the National Aeronautics and Space Administration with
the recommendation that the world prepare itself mentally
for the eventuality.
The report, prepared by the Brookings Institution, said
"while the discovery of intelligent life in other parts of
the universe is not likely in the immediate future, it
could nevertheless happen at any time."
Discovery of intelligent beings on other planets could
lead to an all-out effort by Earth to contact them, or it
could lead to sweeping changes or even the downfall of
civilization, the report said.
Even on Earth, it added, "societies sure of their own
place have disintegrated when confronted by a superior
society, and others have survived even though changed."
